UI bug: Drop-down lists are "click-through" when overlapping certain UI elements

Certain interface options can not be selected in a drop-down list box via mouse-click when they overlap certain UI element types (e.g. buttons, category headers). The items are "click-through" and the underlying element seems to have a higher priority and consume the click.

Repro:
- Go to ESC > Options > Interface.
- Click on category HUD to open it.
- Click on the drop-down list next to "Show Enemy Player Life".
- List item "Recently Damaged" and "Always" should overlap the category header "Chat". If not (maybe due to UI/font scaling etc), search another list item that overlaps a button or category header.
- Hover and/or click on the list item you chose.

What happens:
The item overlapping the button/category header will not be hot-tracked (aka highlighting on mouse-over). Once clicked (both the checkbox itself and its label are affected), the underlying element - in this case the "Save UI" button or the "Chat" category - will handle the click (thus, save the UI or unroll the Chat category) and consume the click.
When an item in drop-down list A overlaps one of the other drop-down lists (i.e. another list and not a button or a header), the issue is NOT present and everything works smoothly.

Expected:
Upon moving the mouse on the list item (hover/mouse-over) it is supposed to hot-track. The list item you clicked to check/uncheck the option is supposed to handle the click if it's the topmost UI element.

How it affects me as a player:
I haven't found any way to check the wanted option, which means I can not opt to see the HP bars of other players always/all the time, show my own name label when damaged and "always", etc.

Speculation:
The entire drop-down list is rendered correctly on top of the underlying item, so I would suspect either the mouse-handler's Z-order or some priority override from the button/header itself is to blame here.
To rule this out you could test if a gamepad is able to select the option in question.

Additional info:
If you make the window smaller so the drop-down list goes over the window frame, it doesn't register any mouse-over nor click on the item either. Mouse-handler boundaries restricted to window frame only or another potential bug?
