What counts towards the 200 debuff cap? Does my 60% dr count as the first 100% then powers and feats make the next 100%? Or does the 200% come soley from powers and feats? Can i reach 200% capped debuff as a cw?

The short answers: DR vs. RI and additional capped debuffs are additive in the same component of the calculation. Which means that you can use capped debuffs to make up for a lack of RI (but you can't over-stack RI to achieve more debuffs, that doesn't work).
Capped vs. Uncapped debuffs are entirely separate, and impact completely separate components of the damage calculation. They do synergize though, since they are multiplicative with each other. So you can't use uncapped debuffs to make up for capped ones or vice versa, but if you have a lot of both then they both are even better.
On paper, CW can get pretty close to capping debuffs. Using a couple different mechanics interactions / strategies related to debuff stacking (for instance stacking smolder) it's possible to cap it yourself (but this is a bit more like advanced techniques and relies on mechanics that aren't necessarily all working perfectly). In a group though, it's usually easy to get to cap since a number of classes can contribute a bit to this and CW makes up the rest.
Thank you for the reply and link. So if I understand what I read the my 60% RI is indeed the first 100% then i add uncapped debuffs till i reach the 200% mark then i multipy any uncapped debuffs, correct?
Been playing around with practical examples of how certain group compositions can hit 200% debuff cap. In reality, I think groups will be using some combinations of artifacts and weapon enchants which will push debuff even further past cap, but will make up for the fact that not everything can be up 100% of the time.
