Unable to kick from a instance

We tried changing leaders and still would not bring up a vote window to kick this paladin player who we asked in Say & Tells to leave the instance, his gear and playing were so terrible it was hindering us from completing ETOS at the boss!

    I don't believe that is a bug. Because of the "boot and loot" problem, I believe the ability to kick at the boss was removed. So, this is working as they wanted. It might be time to request a revisit to this policy.
