Ok so I got my weapon making up to 22 and I was trying to open up somemore slots and I can't seem to get the weapon made at rank 3 I have plenty of mithril items that give 40% quality and I used as many as I could and didn't get it do I need at least one legendary item to reach rank 3?

I've been exploring the game for about three weeks now, and finally have enough of a grasp on the mechanics of the game that I'm starting to explore the Professions/Crafting.
I Main a Drow SW, and am sitting at a (relatively) comfortable lvl36. But when I hit max level, I'd like to be able to craft my own Armor and Implements so that I don't have to rely on monster drops, and possibly even increase my own created gear to Purple/Gold quality levels.
(Disclaimer: Since I'm so new, I don't know what the top-tier quality color/level is. I assume Purple/Gold, but that's only due to my previous experiences with crafting in other MMORPG's)
Other than figuring out Professions, I feel I have a good grasp on the game at this point, but I'd definitely like to delve into the crafting some more.
Any advice/assistance from more knowledgeable Players would be much appreciated.

Believe me when I say that you do NOT want to be growing Leadership without the full 9 profession slots.
Alchemy can be very useful, though it has a different method for leveling that you can take advantage of if you have spare AD to buy the potions needed to level up.
Jewelcrafting ultimately allows you to make double slotted rings belts and necklaces that are Bound to Character but can be used on that character's companions.
Its probably also worth leveling whichever weapon based profession skill your character will need. It now allows you to craft the Elemental Evil Artifact Weapon sets.
While the armour professions might not let you create armour that's any good, they do grant Armour Reinforcement kits that are very useful.
You can also sell kits on the AH for fairly decent returns (depending on the economy at the time).
When you first start on Leadership you'll be all... "this isn't so bad... Level 10 and it took no time at all.." but it does not stay that way. You can speed things up a little by bankrolling Purple assets, but unless you have a lot of spare AD, just accept that it will be a HAMSTER to grind out.
Once you get there however, its worth it.
