We used to be able to change any and all gear in combat which was admittedly out of control. But the devs have taken it to the other extreme. No change of any gear in combat whatsoever.
I think it is reasonable to be able to change ONE piece of gear in combat and it triggers a cooldown similar to in combat use of pots. Particularly, being able to change your main artifact in combat is reasonable. The artifact already has a built in cooldown. The issue with other gear is that effects could be stacked.
Yes its a bad change I agree. It also invalidates some artifacts like the "eye of lathender". You would be silly to wear this at all times, yet there are times when you are surprised by a bad turn of luck in a dungeon. At that point you could throw on the eye and save your party member without a wipe. Mainly handy when you're at a balance point in your party between difficulty and fun, like an orcus fight b4 everyone could walk through there at will.
This is a step in the wrong direction. It takes away a fun little capability that wasn't abused. It plays further into the elitist grouping model where you have to be perfect going in, and generally overpowered to assure victory with less of a wish to play anything.
I can absolutely see the abusive potential of using loadouts in a fight like this. It doesn't make sense for potential abuse or even thematically. It doesn't seem right to be able to completely undress and dress in the middle of an active fight. Moving to 1 other item you have on your person, that already time delays its use. you can justify that if your imagination wishes.

Imagine being in a real sword fight and trying to change your armor, or take off a ring. Even changing your primary weapon can open a serious opportunity for your opponent. The rules of pen-and-paper D&D reflect this (at least the older versions, not up on the newer incarnations) with lost rounds and attacks of opportunity. With a properly programmed gaming keyboard/mouse, the switch in Neverwinter can happen almost instantly, with almost no risk to the player.
The change is fine. Figure out your best loadout for the upcoming battle, then go fight.

Doubt it was a joke, I agree.
I love changing between the wheel of elements and the DC sigil however since it can't be done in combat anymore I prepare for the upcoming situation. Sigil for mobs, wheel for bosses. First time through content this maybe difficult however after a run or two you get a pretty good idea when to change your stuff.
I understand the eye of lathander argument, It would be great to use a buff/debuff artifact and switch to revive if you cooldown was good. But at the end of the day, strategies what will work best and try it.
Keep in mind that in lots of cases there are breaks in combat where these can be changed as well. FBI, dragon turtle, you can change between his phases while waiting for him to return from the sea if you'd like to. Once combat breaks make your change and get back in the fight!!
The only change to gear in battle I ever made was to sub in the Eye of Lathander when a party member died (at Orcus). Was building up the artifact on all my characters but with the change I'm not bothering anymore. Don't think it's more useful than my main artifacts in any given battle so I can't see ever slotting it.
I thought the artifact cooldown and the risk of changing in the heat of battle was a fair trade for the swap. Alas.
