Unable to use ground targeting abilities including Q to jump in Gyrion/Spellplague - Solution

I've had a bug for months that I have been unable to find any solution or mention of online even though I know others have the same bug. Being unable to use ground targeting abilities (including Q to jump in Gyrion/Spellplague). I've finally found a fix that worked for me.
Go into options and reset everything to defaults. I had to go into every tab and open every sub-section and reset to defaults.
I had tried resetting keybinds, interface sections, remapping keys, changing the option for targeting, doing a file verification and many more things before but nothing fixed it for me.
Loading my saved UI back would re-introduce the bug. I tried to go through each section to try to narrow down where this mysterious setting was that causes this bug but gave up trying to narrow it down.
How the bug was caused for me: I was switching a power from my bar and got pulled into a dungeon with my queue group. The power I was switching at the time was a ground targeting one. When the dungeon loaded, the power icon was stuck on my cursor and I could not longer use it. Restarting the game removed the power from my cursor but whenever I would try to use the power, my targeting icon would just blink once.
I would like to not thank the support team for closing the multiple tickets that I submitted with no acknowledgement of the bug ,feedback or solution. Great work.
