Well it's simple, but I might as well explain it anyway. Simply put every box you open from a Lockbox to a Dungeon End-chest will now have karma bars displayed at the bottom of the rewards screen, once this karma bar is filled it'll grant you a greater rewards well-sought after, no I'm not saying it'll grant you a 100% legendary item, but it is a much higher chance. *Note: Every box has a different karma bar!
Examples: Glorious Resurgence Lockbox Karma Bar 100 opened to trigger one of the following rewards will be selected, and the Karma bar will reset:
What if you were caught doing bad things to dwarves? Then you have negative Karma......then every run you only get +1 rings or rank 4 enchants??????? Oh wait.........that already happens .....(not the dwarf part) ;p
Would the "karma" be dungeon/skirmish specific? If not, people could just run 100 Throne of the Dwarven Gods and then pop the Karma Chip on Master of Svardborg.

Every chest has it's separate karma bar, and of coarse different rewards depending on what you are running. (Reason why it's written in red above. ;P)
Its a good idea, but one that has been raised in some form or another many times. I think the are very hesitant to offer any type of "guaranteed rewards". which is basically what you are talking about. And honestly, why would they? Based on admin messages, people are getting the rare drops fairly often.
With the rate at which things are repeatedly completed in this game, any change to drops has a drastic impact. Maybe not on a average player", who plays a reasonable amount of time and opens a few dungeon boxes/lockboxes a day. But to those who spend 5 million a DAY on Lockbox keys....this would be huge.
Anyways, if they did this, the karma bar to increase drop chance would be so high that it would be practically unnoticeable. Hell, it could be in place now and we will never know.

Eh, we all know it's not in place, or I'd know a lot more people who would've gotten some good rewards by now.
