[PC] Graphical glitches issue

I have lots of them. When I cast Pillar of Power as Scourge Warlock sometimes floor textures disappear or clip horribly. Sometimes all effects become degraded, like I don't see dropped items from enemies shining along with most lighting on my magical effects removed, especially when in parties. There are several more issues. Are there any fixes?
My specs:
Intel Core i5-2400 3.40 GHz
8 Gb RAM
Nvidia GTX 960 4 GB VRAM
Runs on HDD, Win10, drivers, DX and other software is up to date.
Game doesn't seem to have decent optimization, but I configured it so I have around 40-50 FPS in Protectors Enclave and around 55-60 pretty much everywhere else with acceptable visuals.
Any tips and solutions are welcome.

My computer specs are pretty much the same as yours, senticon.
It has No trouble at all with every other game I've played but NW and it seems to be one issue after another. I get one (That others have), they finally fix it, then another update happens and it brings a whole new problem... It has been like this from the start of playing this game but I was patient being that it was BETA and I understand games have problems. But this has been happening pretty much Every Single Update since then and I'm tired of it T_T
Thankfully game at least never crashed on me yet, but effects degradation in parties and clipping textures when fighting big mob is really annoying... I tried to follow some tips found in google but nothing really helps. I'm just wondering, is it like this for everyone or only few unlucky of us?

When effects downgrade it's hard to judge how many dark spirals I have, curse does not display over enemy head and hard to spot in debuffs icons, and sometimes can't even see borders of PoP, also can't spot pickups clearly... There should be a way to solve this, right?
Game is great, but these glitches are killing all the joy, fix it, please!
