New/Returning Player: In-Game Mail & Chat Question

Hey all,
I played Neverwinter for just a bit about a year ago. Started a Woodland Elf and played only through about level 4... I got a message in my email offering me a mount if I came back and played. So, I thought I'd try it. Jumped back in game after redeeming the code, and couldn't figure out how to access in-game mail or chat to ask questions...
Is this stuff that I will gain access to after a certain level?

Accounts are chat/mail locked until they complete a chain of quests on their first character.I'm not looking for forgiveness, and I'm way past asking permission. Earth just lost her best defender, so we're here to fight. And if you want to stand in our way, we'll fight you too.5 -

If anything was given to you via a code you are able to get it from the rewards claim agent in PE. They are located up the stairs near the dragonborn area.[SIGPIC][/SIGPIC]

What mount were you offered?
As @zshikara stated, the rewards claim agent will probably have the mount for you... and maybe even each character on your account... even if you can't get the mail due to new account restrictions, you should be able to talk to the claim agent!

There are a list of quests of which you must complete 3 IIRC to access chat and trade features. The above link details what you need to do. Once this is done, your account is unflagged and future characters won't be affected. Someone at Cryptic thought this would be a good way to fight Gold Sellers. Claim's Agent is in Hall of Justice West Courtyard. If you can find Knox, the claims agent is on the opposite side.
