[PC] Q and E assigned encounters do not work only on 1 toon

Hey folks,
Today my encounters seemed to "lock up". I cannot use any Encounter assigned to my Q or E keys. Changing the key assignment doesn't help. I have logged out, reloaded game, force verified, changed powers, changed characters, and nothing helps. All other characters I have tried work correctly. It is only my HR that isn't working properly. Please help! My main character is unplayable!

    Go to one of your characters that is working and save the UI from it in the interface. Then go onto your main and load UI. This may fix your problem.
