Help with armor penetration

I read on the wiki that armor penetration gives 1% per 100 rating. I checked my armor pen and then removed a blue mount insignia (it has 100 arm pen) and I lost .8% armor pen. It went from 38.6 to 37.8 (I know I need 60% and i'm trying to work out stuff to get there). Can anyone explain why it only gives me .8% please?

The wiki is only an approximation. As you get higher, it is off by even more. At low levels it is more accurate.

You don't need 60% Arm Pen, you need 60% (59.5) Resistance ignored. Arm Pen is a major contributor to the stat, but not the stat you need to watch.
