Just some advice if your looking for a new guild probably not the best idea leaving negative comments about guilds within this forum, even if you believe it to be true.

Eh its a free country and my 2cents like ive said in other posts.... the community/guilds are my opinion and what not so its a public forum ill say what i want about guilds and the game like i said on yet another post the game is fun but the quality of the community and guilds well that's another story...... so whatever its just a game sadly with a so so community on console... granted i grouped with good people and do dailys etc .... but seems like most guilds goals and or description are not what they say ......
I haven't been in any guilds other than the one I am currently in - I can say that I have heard horror stories and I have also talked to people who love the guild they are in.
You need to decide what is actually important to you - are you just looking for people to play with - are boons the most important thing - is status of the guild name the most important thing
Then you need to decide what you are willing to give to get what you want. If you are just looking for fun people to play with, any of the smaller guilds or casual guilds should work fine. If you are looking for a high level guild or name status then expect them to have more demands on you and your time.
Every guild thinks they are fun - they wouldn't be in it if they didn't. But not everyone likes rollercoasters, SCUBA diving, or walks on the beach... figure out what YOU think is fun and look for people who find the same aspects of the game fun as you do.

You are free to get some of your buddies together and make your own fun guild.
As for most guilds, it takes a lot of resources to build a high level guild in this game. People need to contribute their fair share so it is necessary to have rules to ensure the growth of the guild. Guilds in this game are also pretty large and managing strong personalities also requires rules. Some guilds do a good job of balancing out those concerns, others don't. Regardless, if you are having a hard time finding a guild that meets your needs, make one.
Thrill is right - you can always make your own guild - but to be honest until you get a good core group of people it will take you a long time to get anywhere with it. The guild can easily start to dominate your game time and end up making you dislike the game.
I was there when we hit the button to start our guild - we had no idea what we were doing and didn't know that it would turn into an almost 150 person enterprise. We were lucky in that we had a good core group from other games that is capable of growing the guild on our own and the extra people are just bonus. I will say that we have made some great new friends though this game and have been lucky in the guild members we've picked up (looking at you Twisted Woo, Ares, Robert, Nequest, and the newest couple who are still finding their mics) these people have been a lot of fun and totally made starting the guild worth it.
But if you want to be the guy that runs the guild that has dragon flights, and all of the gear and the boons - expect it to become an unpaid job.
In running a guild I could see where it is easy to lose track of what makes the game fun - that's why we decided to never make anything mandatory. We tell people what the guild needs and hopefully they are as excited as we are to get to the next goal. But even as a guild leader - if I don't feel like running influence, or dailies to make a voucher - I'm not going to. Because if I lose what makes this game fun for me - then I'll end up having expectations of people that sucks the fun out of the game for them.
Never envy a guild leader

You didn't say what "fun" is to you though. Is it pvp? Dungeon runs? Demo runs? Chat parties? etc... If you are seriously looking for a guild, it will help your odds greatly to say what it is that you looking are for.
