Devoted Cleric Elemental Dragonflight Coif Stats BUGGED???

I was wondering if this is a bug or is working as intended. When I bought the original restoration Dragonflight Coif, it gave the stats below.

Dragonflight restoration coif:
10,554 HP
939 power
626 critical strike
655 defense

When I upgraded the Dragonflight restoration coif to Elemental Dragonflight Restoration Coif, here are the stats I got with the finished product.

Elemental Dragonflight Restoration Coif
10,968 HP
649 Critical strike
974 recovery
668 defense

WAS THE STATS SUPPOSE TO CHANGE LIKE THAT WHEN YOU UPGRADE IT WITH BLACK ICE???

This ruined my gear pieces that I had set up to use.

    i had a similar issue with the rogue df raid mask, switching out dusk head for the elemental df actually made my item level go down, and yes i did put the same enchant from the dusk on the ele. df
