Problem with leadership

Anyone having an issue with the leadership skill,
when trying to que high lvl activities, that it states you do not meet the requirements, when you do....
I have the skill and the materials to for example patrol the mines but it is red and wont let me activate it... This happening during the proffesions double xp really sucks if anyone has an idea on how to resolve it let me know. TA

    im Currently losing about 2000 xp for leadership due to this bug per 8 hours

    This happened to me with tailoring, lost out on about 10hrs of training but eventually began working again.

    The answer i was given when i asked this was that leadership will only let you start a task 3 times then it shuts off. Kinda stupid if you ask me since the tasks give such a small amount of xp.
