cannot start IWD campaign (PC)

  Idk if this is your problem, but have you chosen a faction?
  Everyday - or after you've been logged out for 12 hours anyway - you need to go talk to either the Ten Towns representative or the Arcane Brotherhood representative to choose a pvp faction. You don't have to do the pvp part, but until you sign a contract with either you can't pick up any quests.
  Once you've done that there should be plenty quests available.
  
  This resets if you're logged out for more than 12 hours, then you need to go talk to them again and sign a new contract. You can also at any time break contract with your faction and switch. (Not quite sure how this works as I've never tried it.)

  If you mean you can't start any of the campaign tasks, you need to gain a certain amount of reputation (from doing the dailies) before you reach the requirements to start any of the tasks. The way ilithyn described, gain a faction contact, take their daily quest, then pick up the dailies for the area. You will need to complete one heroic encounter & gather 300 black ice to complete the daily from either faction. Make sure to turn it in daily, so you can pick up the next day's quest.

  iv tried choosing a faction and after choosing one i still dont get any quests, and i mean i dont get ANY quests rom the usual quest giving NPC's in IWD
