  It is repeatable as a daily. Should be one of the quest givers when you enter the zone.

  The same person in a zone who gives the optional quests will offer a quest to do 3 HEs in exchange for 3 tokens. Do that in each zone to get the 12 required for the campaign task.
  
  As far as time invested to to help your guild, I think the dailies from the cleric are a better investment. YMMV
