Is stamina regeneration working?

I stacked max stamina regeneration to do some testing, along with other insignia bonuses to regeneratensure stamina.

I see no difference in the regeneration or max dodges allowed.

I hate paying taxes! Why must I pay thousands of dollars in taxes when everything I buy is taxed anyways!

    Added mythic artifacts and still same result... stamina is broken @strumslinger ?
