If someone could link or explain tenacity and resistance ignored values "Xbox,PC"

Ok so I've got mixed answers some say resistance ignored must meet or equal other toons base damage resistance, pvp damage resistance, arm pen resistance, then negation and some classes feats like countless scars for example. This would somewhere near 150% res ignored? I've also been told 100% res ignored and that's it I would love a definitive answer. If class helps I'm a SW

    I've been down that road and never saw much difference between 120 RI and 156 RI in actual combat. I think somewhere betweeen 100 RI and 120 RI is the magic number.

    I play a pvp SM gwf on xbox with 90% RI and that is really comfortable for me but my answers are slightly squed because WMS applies a debuff so I don't need as much.
    Find me in game if you want and send me a domination/ gaunt invite. If you are good and im not busy ill play with you. Im not an elitist ill play with almost anyone.

    I tested w a TR & a DC today both with 26k power and 11k arm pen and 16k power and 19600 arm pen. And for me 100% arm pen hits like marshmallows compared to 150% arm pen

    I had a nearly identical question in the Militia Barracks about stacking arpen, and an SW @gomok72 said:

    "I run about 120-130% RI, reason being I have fought a lot of CW (double bubble build), GWFs and GF at 90% RI and it was like tickling them with a feather ( I usually ended up dead). I have found that optimized for me as a SW was 120-130%. This RI gives me enough punch to get through their heavy defenses and T.Negation's/Feytouch's synergistic effects."

    As far as i know, if i want to build a pvp dps char i have to stack power and arp right? Crit is like 0.2%-0.3% more dmg per 400 stat while power is 1% per stat right? Axe beak and SH arp boon is a must?
