Need some more info to correctly diagnose this issue for you. What platform are you playing on? How fast is your internet supposed to be? What is your ISP? Where in the world are you located?

Can you please perform a tracert to patchserver.crypticstudios.com. You can find instructions on how to do this here, just make sure you type patchserver.crypticstudios.com in where it says domain.com. Please let us know the results.

You are probably experiencing traffic shaping or 'throttling' from your ISP. It may be transitory, or it could be a permanent problem, and unfortunately, they will rarely help you resolve the problem. Most of the time they actually throttle ports now (cryptic ports are generally 7000-7500), rather than your total bandwidth, so speed testing shows good results, but you still cannot play your game at certain times... I was having good connections until 6 months ago, then playing was a nightmare at my peak time - between 7:30 - 9:30pm local time. I tried a different provider - would sort of work, but even they were not reliable. I had to resort to WTFast which creates a VPN, so now I do not have these problems, but I have to pay extra for the service. There are two providers I am aware of: PingZapper : pingzapper.com, or WTFast: wtfast.com
Do not pay any money until you have tried it and it works for you! You get a trial period with both for testing. I still test the game every now and again during peak time without WTFast - and every time I have to turn it on to keep playing...

Thanks, actually the EU proxy server solved my problem yesterday. Unfortunately that connection appears to be down, someone posted it on forums earlier and I too can not connect to the account server using the EU proxy.

They are doing maintenance in the morning on all 3 platforms, it's supposed to help with performance issues. I'm not sure if it will resolve some of the lag issues or not, but it might.

I'm not expert, but maybe those timeouts at hops 3, 7 & 8 might be the source of some of your issues. I'm not really sure though.

The drops on 3,7,8, and 18 are due to 'black-hole' routers - routers that will not respond to a ping or tracert - fairly common in these things (but that doesn't mean they are not a problem, we just cannot get any stats off of them). Your trace pings are very reasonable (I would love to have numbers like that!), but a tracert only measures route response, not consistent 'traffic' as such.
Can I get you to type in "ping patchserver.crypticstudios.com -t" (no quotes) and hit enter at a DOS prompt. The '-t' is important, as it will keep the ping going until manually stopped, instead of just 4 pings. As this runs, launch the game and play as normal until you get the ping spike (I presume you are using the ingame network stat view: /netgraph 1?), then go back to this command window and hit Ctrl+C to stop the ping. It should then display the results, including any spikes in packet loss.
If you are getting packet loss, it will be somewhere on your internet connection, sorry. You would need to start at the routers closer to you (4,5, etc, so "ping 65.183.0.171 -t", for example), and keep moving on until you find where the packets start to get lost. You will need to post the results so we can assist with trouble-shooting it further.
