SW Soulbinder broken: No deflect or Lifesteal

SW soulbinder path spark mechanic is broken.
The sparks no longer give the deflect and lifesteal according to the class mechanic description.
The paragon feat borrowed time does not proc at all.
Amenar improved some SW things but broke sparks, then left.
Now all you see of SW are hellbringers because soulbinder is broken
Spark paragon is needed for decent SW pvp, now paragon is useless.
After over 2 years wait the rework comes and pvp SW was defacto meganerfed.
Fix asap please. Thanks.
