  You testing it solo or in party? Because you might be out of area of some buffs like ITF/Hallowed Ground/Divine Glow etc.

  Fernuu i am wondering if sw kept the double effectiveness from debuffs-buffs. i HAVE act logs in edemo killing flames up to 715% effectiveness. the hit were 7m but is not about the 7m but the effectiveness. Also all other powers had 350% to 460% effectiveness for sw only.
  
  ALSO murderous flame had effectiveness depending on killing flames effectiveness but was the 30% of killing flames as intented.

  So yes, you just answered yourself. You can't have 700% effectiveness all the time as you might miss some buffs from other characters

  Watch weapon enchant debuffs too. Dread / terror / plague fire; all apply temp debuffs on targets that may explain this. If you're sometimes hitting when multiple effects are stacked, but then later one (or more) are on cooldown.

  i was curious for example on a wizard the self debuff ray of effeblement it just adds to debuffs for my personal damage.
