(PC)(PVP) Have changes to SM hurt it in PVP?

Have the recent nerfs, such as to Weapon Master's strike, affected it much in PVP? I've been trying out the other side, IV, but the damage seems soooo low. Mobility and survivability are great, however.

    They made changes to WMS at the beginning of Mod 10.It does full damage to 1 target and slightly less to the rest, IIRC. There were a couple of other changes, but that was the main one that concerned me.
