Hey guys! I've got a few questions i can't seem to find answers for elsewhere (my google-fu has failed me

I've just reached level 70 and I'm on the last quest to get my artifact wespon from the EE campaign, where should i go after that?
Where's the best way to farm seals of elements? Ive done both of the level 70 skirms at 1700 IL and it seemed like i did next to no damage -_-
How do you heal efficiently in both pvp and pve as a control wizard? This is one of my biggest problems right now
What IL would you guys recommend i start pvp at after 70? Im mainly a pvper in MMOs but i dont want to go in and just be fodder for people that are glowing,taking no damage and wrecking people in 3 hits -_-

Other things to consider, enchantments, boons, etc....All of these things impact your character, so work towards completing them to make your character stronger.
As for areas to complete after EE...
Kessell Epic Dungeon, Sharundar and Dread Ring are areas to work on after completing EE campaign. I would also recommend picking up the Burning Weapon after completing EE campaign. The artifact weapon and off hand weapons in EE are only IL 115 but the Burning is 120 and burning can result in you getting AP filled up quicker.

couple more ideas
- stack power and crit
- put life steal (dark enchantments) in all your defense spots
With the renegade storm mage your high dps + chaos magic you should have good self heal. Then the following makes good self heal even better
- Get the right insignias on your mounts (Barbarians Revelry is awesome for self healing, so is protectors camaraderie with three bonding big bonding stones )
Put Dark enchantments in your Defence slots - higher the better so you're relying on lifesteal to keep you alive and choose lifesteal on boons whenever you get the chance - for now also have one piece of dusk so you self-heal when soloing.
Make your your Resistance Ignored is high enough - it's the most common mistake for new players. There are other threads on the subject on this board.

This means that to have an effective defence stat in pvp you'll need to get your DR over 60%. To my mind the best approach for a CW is to use shield on 'tab' or Mastery to negate 4 hits, go with Elven armor enchantment to negate being controlled, get Tenacity as high as possible to generally reduce incoming damage and go with very high lifesteal so you always have incoming health.
The purpose of the Elven is that of course, if you can't attack due to control, then you can't self-heal - you just stand still and die.
In PvE you don't have to worry so much. Just get your DR to over 15% and then go full life-steal. As a CW you need to have 5 points in Spell Twisting (Thaum Feat) so your encounters recharge faster also stack Crit - couple this with a higher level Dread weapon enchantment for an extra 75% crit severity. Lifesteal gives you 100% of your dps back as health so obviously bigger hits means more lifesteal - more if you take the lifesteal severity boons.
As a goal (prob months away) you need to aim for over 20% lifesteal chance & over 55% crit chance. The lifesteal will become more available as guilds open this as a boon option.
A final point of note is if you're going to play both pvp and pve you need to have 2 sets of armor. Pve armor is offensive & pvp is defensive. If you run pve in pvp gear you will find yourself sliding down the paingiver chart as others get better geared. Look to completing Ice WInd Dale and upgrading the forge to r5 - if you're unable to get into a guild running Dragonflight then you can get Drow gear and upgrade it - check the collections window to see how this changes the stats on the Drow gear, they become much better.

The de/buffing will make it easier for the 2 DPS to kill things, especially the boss.
For rings, at the moment you should be working hard at the Jewellery Crafting profession with the goal of getting 2x Gemmed Exquisite Rings of Piercing +6. Two of these will boost your power & armor pen by 792 points - you can also put them on your companion if you're still light on RI.
Once your RI is at 60% and you're able to level up artifacts etc to gain even more, you can farm the Thrones skirmish and eventually edemo for rank 4 or 5 rings for power and/or crit - don't bother with anything else, those are the stats you need and they need to be double slotted.
Regarding weapons, if you are still using the free Elemental Fire weapons you really need to (immediately) go back to Drowned Shore and farm yourself a set of water weapons.
These have the same stats as Twisted but with a different set bonus - these ones will heal you for 30 secs out of 60. The Twisted set bonus is better for DPS but you need to be over 2.5k just to get in - and you'll need keys for the chest.

Ranking the forge to 5 takes 15 unified elements - if they are cheap atm you should stock up now as they won't be for long - you'll need another 9 for your gear if you do all 4 pieces.
Check out this link for info on what you need for those rings - it's a multi-stage thing and one stage is a 'rare task' with a 60% success chance at best (if you have purple tools).
Elven is an armor enchantment not a regular one - they are very useful in pvp but not so much in pve. Keep the negation, if you do start running with 2 sets of armor you'll find the negation better for pve.
