I've noticed on the builds I've seen, though a bit dated, no one seems to use Oppressive Darkness. Unless I'm missing something, it seems the "perks" are more consistent than Invisible Infiltrator. Can anyone enlighten me as to why OD is not the meta for a MI EXE build? Thanks in advance!

Invisible Infiltrator is a must, i would say.
Dungeon options:
-Invis. Infil. and Skill. Infil. (Use this if your struggling to reach 100% crit)
-Invis. Infil. and Tactics (this is an option although the offhand artifact power for Tactics is poopy) -- could be nice for Wheel users
-Invis. Infil. and Ten. Concealment. (helpful for increased stealth regen as well as 100% reduction in stealth loss from inc. dmg.)
-Invis. Infil. and Infil. Action. (20 seconds of guaranteed Combat Adv. and +5% dmg after using a daily) -- this is my usual setup
Solo Options:
-First Strike and Ten. Conceal (First strike lets you one shot whole groups of mobs even at lower item levels, Tenacious Concealment + offhand artifact power for increased stealth regen to speed up your ability to re-enter stealth while moving between groups of mobs)
-First Strike + Skill. Infil. (*as above*, Skill. Infil. if your struggling for crit, deflect for extra survivability and movement speed can be handy for lairs and such, although sometimes moving too fast can be a detriment as you may need to wait for cooldowns anyway)
(there are other possibilities but these are the ones I use most often)
What you choose will depend greatly on your personal playstyle, there are many viable options and there is no 'one right choice'. For maximum dungeon DPS I think Invis. Infil and Infil. Action has shown the most promise, but there are times when I feel like I need more AP gain or other times when I feel that the reduced stealth loss might benefit me more. Even for a very experienced player its not always a clear-cut choice.
Others:
-Oppressive Darkness (the damage from this is so low its criminal)
-Talisman of Shadows (this could be an interesting passive but does not last long enough to be truly useful)
-Sneak Attack (I find the idea of this appealing, but we only have 2 choices and there are better ones)
