Party frames missing

Hi
Whenever a join a pug either skirmish or dungeon i dont get any party frames.this is really annoying because as a healer i kinda need them to see health bars.
It started happening last week,fixed itself for a couple of days but is back again now.
This a known issue?and is there a fix?
