I have recently made it to level 70 with my TR and I've missed a few months of the game so quite behind on a few things. I need to start getting better loot as I'm am a 1,800 gear score which is really low but don't know what I should be aiming to get. Here is what I have right now;
Head: Elemental Alliance Raid Mask(Epic)
Armor: Elemental Tunic Of The Howling Hatred(Rare)
Arms: Elemental Gloves Of The Howling Hatred(Rare)
Main Hand: Dagger of Elemental Fire(Rare)
Off Hand: Golden Dragon Stiletto(Uncommon)
Feet: Elemental Boots Of The Howling Hatred(Rare)
Neck: Alliance Assault Necklace(Rare)
Right Ring: Ring of Rising Deflect +3(Epic)
Left Ring: Ring of Seiging +2(Rare)
Waist: Imperial Waistband Of Honor(Uncommon)

You can run throne of the dwarves gods for nice +4 two slot rings
You didn't list your underclothes, but again, Drowcraft is a quick and easy upgrade there. Crafted exquisite gear is also fantastic.
Rings - as demonmonger mentioned, or crafted personalized ones if you have 25 jewelcrafting.
Weapons - either farm the Drowned set, or get to a decent IL and then farm for the Twisted set. Ideally you'll want both, but that's a LOT of refining and farming that otherwise puts a lot of people off. Save AD to buy some cubes to ensure you get your bonuses that you want on your weapons - this could get expensive as it's random what you get.
Artifacts - make sure you have a full set here. Plenty of options, and that's a whole other post.
Getting all of the above and getting them to purple status should get you to 2500ish IL. Enough to run epic Demogorgon, and the Drowned weapons would keep you alive in there.
After that, work on upgrading your enchantments on your gear (full rank 8s, for example, would get you to 2600-2700ish IL). Make sure you have at least 1 dragon's hoard enchantment slotted - it helps immensely for refining.
And finally, work on your companion(s). These will provide the biggest boosts ingame, really, once you deck one out and get maxed Bonding stones (a long haul to get there, though).
*edit* - get a Vorpal enchantment for your weapon too while you're at it. It makes a noticeable difference with dps
Keep in mind that some buffs / campaign boons will add to this, not to mention that if you have a companion helping out your stats, you can factor that in too - so in reality, you probably only need to aim for about 5000-5500 armor pen. Some mounts help out here too, which can give a hefty +2000/+4000 AP.
After that, get as much power as you can (so you're not hitting like a wet noodle) and, in many builds, as much crit as you can too.
Some would argue, as blur said, for a lot of crit. Others will tell you that 50% is fine, and anything more is wasting points that could go towards power. Ultimately, do some testing (it's free to respec on the test server fyi) and find out what works best for yourself. Your spec will also affect this somewhat, as some builds are high on stealthed attacks (which auto-crit) while others don't stealth very often at all (and therefore rely heavily on crit%).
Also - I mentioned Vorpal earlier. For some other builds, there are other options (such as Lightning, Feytouched, etc.). I assumed Vorpal would work best for you which isn't always the case, although if you are an MI Exe, then yes, Vorpal is probably best.
