How much ARP for each?
armor pen is not that important anymore for high end premades on a cw
and certainly not even worth considering on your 2.5k item level Cw
at that level you want life steal repel and freeze powers like i said that work regardless of gear or item level
any more questions build related you have may only start to matter once your gear score is up
with everyone overhealing.. stacking armor pen if you can't take someone out in a few rotations is useless !! (on a cw )
or stacking armor pen just to kill pugs with no tenacity ..
sorry but if you second guess what I tell you in private messages and please read all my posts in the Cw forums ...........
aside from the fact that there are hardly any good pvp cws left that visit the forums
but then you have no power )good for some classes and for healing )and then your power gets drained even more by fey touched it is a fine balance between those stats and then you have to drop crit as well
and if you dont have a stable full of mounts and lots of guild boons available its hard to switch stats on th e fly to suit the situation.. so better off taking average armor pen to account for most situations
that is my thinking in this case
the best over all (obtainable not 15 millions ads )mount bonus for CW is movement tho
followed closely by deflect and armor pen or power.. either to strengthen a strength or fix a weakness in A stat

Close to kill faster
get to/rotate to the point faster (last second save)
kill fleeing enemy better (more reach)
stay /get away from danger better
get in range faster once repelled
get out of range of a red zone faster
move faster if immobilised or crippled
fight in retreat faster (rate is reduced on cw if you walk backwards instead of forward or sideways)
jump more distance
alter direction in mid air better
move more distance while waiting for mount
etc etc
do boring dailies faster : D
Just go gear up a GF, it's the master class in this game atm. You know what people say, if you cannot defeat them, then join them.
