Open the launcher in compatibility mode. I have tried windows 8, XP 3, XP 2. All do the same thing; open to the Cryptic loading screen as soon as the bar gets just to the end of the word Loading. The client crashes to the desktop. I have come back to the game after a while so this is a brand new install.

Have you read through some of the previous threads, and aside from compatibity mode, what else have you tried? Are you getting a Cryptic error to send in, and do you have any corresponding errors in your event log that you can provide the details on?
Is this when you are loading the character screen, or as your toon is loading in the map? Have you tried running in a window versus full screen, and have you done a verify of all your files in the launcher (where you update and click on Play to start Neverwinter)?
Might is not always right - the powerful sometimes forget that.

Update: So I tried the -d3d9 switch like you mentioned, but the crashing still occurs. Any other suggestions?
2nd Update: I tried several other permutations, but it still wouldn't work. I had an SSD sitting around that I've been meaning to put into the laptop, so I took this opportunity to do so, and the game works fine... so it must've been some sort of software issue. *shrugs*

I was able to find something that worked for me, goto your neverwinter files highlight them then delete all of them. Redownload neverwinter and it is gonna take about an hour an half for all the game patches, then you should be good to play

You should really start your own thread, as it is likely your issue is not the same as the OP. When you do, please include the hardware you are running on (laptop/PC), what sort of graphics you have, your OS, and what you have done in trying to resolve the issue, plus when the error occurs/what seems to trigger it.
