Poor graphics performance at the Stronghold map

Hey,

I am posting this thread after contacting support and being told it couldn't hurt if I were to post it here as well.

Starting from the end - There seems to be an optimisation issue leading (on my pc) to extremely low FPS at the stronghold map.

And now to the details:
I have a high end system (i7-5820k, gtx 980, 16gb RAM, Windows 10 Pro 64bit)

A week or 2 ago, I had a very decent framerate at the stronghold with maxed out settings.
I don't remember the exact number but say easily over 25fps, probably much more.

Lately I have been having issues with the stronghold map where I get 9-11fps
and with everything at minimum(!), I still don't get to 20fps.

I checked with msi afterburner overlay and noticed that while most maps (like sharandar, well of dragons, mount hotenow) tax 45% of my gpu, the stronghold only utilizes around 15%
As a result, the clocks don't rise from their idle state.

To make sure there is no problem with my computer, I tried running the most demanding games I possess at ultra: witcher3 and shadow of mordor.
I easily achieved 50fps+ at witcher 3 and 100fps+ at shadow of mordor.
So clearly there is no issue of faulty hardware here.

As i mentioned reducing graphics to minimum only helps gettings a few frames more -up to 20fps at best.
I logged 5 minutes of each sharandar and stronghold using GPU-Z.
While Sharandar was 45FPS with core clock 1367.3mhz, memory clock of 1752.8mhz
The Stronghold was 15FPS with core clock of 658.1mhz, memory clock of 405mhz.
The files have been sent to support and can be mailed should it be necessary.

    I will chip in my results with frame rates in Stronghold (and most other areas.)

    My issues started when I switched from Windows 7 Pro x64 to Windows 10 Pro x64.

    Before (Win7) I enjoyed great fps in all zones, the worst was PE at 45-55fps and Strongholds at about 30-45fps.
    After (Win10) I dropped in all areas but the worst are PE at 20fps and Strongholds at 15fps.

    Same system (I put Win7 back on as a dual boot and fps is still great in it.)

    I have updated all drivers and even did a clean install - same issues.

    CPU: AMD FX-8350 @ 4.8GHz
    RAM: 32GB Dual-DDR3 @ 1600MHz (9.0,9,9,24 timing)
    GPU: Radeon R9-290X-4GB (@ 1000MHz core, 1250/5000MHz ram)
    OS: Windows 10 Pro x64

    Food for thought....
    full screen vs windowed .. direct x 9 vs (10,11,12) ????????????
    video setting that limit frame rates (for over heating reasons)
    too many particles / view distance is too high
    setting to limit video memory or not
    having a systems/laptop with 2 video cards intel onboard vs regular and running on the wrong card
    the video cards control panel settings overriding the game settings
    overclocking tool for videocard might be off / mismatched with os or driver version
    amd card vs nvidia as well
    older drivers vs newer
    512/ 1 gig video vs 2 or 4 gig
    video card or system underclocking due to overheating ..
    crome firefox youtube etc running and flash taking up huge amounts of resources and memory ...get a flash blocker
    system is infected with adware or trojan
    system restore is on or off (effects speed of loads)
    game is set top load all fiels into memory in settings and in launcher and patch and download all
    proxy server us / European in launcher
    can think of a few dozen more thnigs probably
    caht client team speak or overwolf or overlay issues
    power setting in windows 10 not set to full power will slow down your cpu default windows install sets it to balanced
    turn menu fading off in windows system settings
    running multi screen
    not running in admin mode ..

    All of these measures have already been attempted (Except the AMD card. I dont have an AMD card, but hfleet does).
    I assure you temps and clocks have been monitored and they are ridiculously low because the card is barely working at the stronghold.
    I emphasize again - I can run heaven, valley, 3dmark, witcher3 and everything i throw at my card is very playable.
    The cpu is not throttling - the game mostly only uses 1-2 cores. This is far from making it sweat.
    And finally, as I mentioned, it's only at the SH (and pe to a lesser extent).

    Edit: I tried reverting to windows 8 and now I get 45-60fps at the stronghold (with max settings and frame cap to 60).
    I am not sure if it's related to windows 10 or not. It might just be a configuration gone wrong.

    I went through everything on that list, but sadly nothing helped.

    Win 10 makes my frame rates cry. (I can still get great fps if I boot to my dual boot Win7 - but that is a big pain to do every time for just this one game...)

    try to unpark your processor cores

    I've gone through all the testing I could, check/re-checked the bios and system settings, spent hours combing through help forums, etc. All processor cores are firing, I even tested "one core per module" and "fewer modules/cores" to see if it is a scheduling issue. (bios settings to use cores [0+2+4+6], or [0+1+2+3], or windows msconfig to get random [0+3+6+7], all same results)

    With the low frame rates, both my cpu and gfx card are practically at idle (30% cpu and 20% graphics) - NW simply won't run faster. Other tests, and other games, run full tilt: 3DMark, Star Citizen, Alien Isolation, and anything else I throw at my machine. And when I dual boot to Windows 7 I also get full speed - just Windows 10 is slow in NW.

    As ethandw and others have noted: the fps problems in only in Windows 10... and only with Neverwinter (and a few other PE games like Startrek too.)

    Fleet, if I were you, I would try to reinstall windows 10.
    I have confirmed that indeed it is a software issue originated in windows 10.
    However, it might have been a malware or some installation gone wrong.

    I am trying to do this myself by installing windows 7 and upgrading it.
    However, I have been delayed that past days with bsods at the end of windows 7 installation, right before getting to the desktop.
    I believe the reason is Asus' horrible bios that for some reason has secure boot as default which is not easy to disable.

    Anyway, I hope to get windows 10 soon so I can update if the issue is resolved.
    I had been using windows 10 for a year or so before the problem started, so I hope it will work.

    I have tested this on 4 systems running Windows 10, from the Win7-Upgrade option and all then with fresh Windows 10 re-installs too.
    Tested with nothing else on the system (bad me: even tested before security/anti-virus), tested with only essentials done, tested after full install of all other software, tested with Base Drivers (not bad, but no control panels/options), tested with official release drivers, tested with all the latest Beta drivers. (pfwew... so many tests over the last 6 months...)

    Runs great in Win7 (dual boot on my main pc) but slow on ALL attempts on ALL machines in Win10...

    Well, I don't know what initially caused my frame-rate to drop so much, so I can't be of much help.
    Weird, the issue seemed to have been the same and I even resolved it thanks to your operating system tip (tried a different OS, upgraded back to windows 10).

    Anyway, as promised - I have returned to this thread to update that I have finished my upgrade to windows 10 (8->8.1->10) and so far it's fine (45-60fps at the stronghold and PE with frame cap to 60).
