Fountain of Light

The other day, I saw an ability I'd never seen before... rare for a player of over a year or so. There was a "fountain of light" on the Siege Battlefield: it looked like a small, two-tiered fountain, complete with water effects, except that it was translucent and glowing. I suspected that it was an artifact power, but I haven't seen anything to match the description.

Can anyone tell me what that is? It's super cool, and I must have it.

    Sounds like "Healing Font" The Paladin Oath of Devotion daily skill.
