I was encouraged by Tech Support to post my issue in this forum.
Background:
When the "Siege of Neverwinter" event first appeared in game (roughly 1.5 years ago), I used the Gateway to access the "Siege Defense Effort" (SDE) profession. Like all level zero professions, the first - and only - thing you could do was 'hire' a worker. This gives you enough xp to advance to level 1. Unfortunately, there was/is a bug. When I collected the finished task, the asset was granted, the xp bar filled, but the profession did not advance to level 1. So here I am, sitting with the completed level 0 task, not having any other level 0 tasks that can be performed, xp bar filled, and no way to advance. Clicking on the SDE profession lists a lot of level 1 tasks, and every one of them has the little "locked" symbol associated with it.
At the time, I filed an in-game bug report and a tech support bug report. No surprise when the responses came back "Sorry, looks like you found an unknown bug - we can't help at this time." (not a direct quote). Of course, with it being a limited time event, I acknowledged the short time frame would probably not allow a fix, but still lamented back to tech support the fact that I was 'attached to an object by an inclined plane, wrapped helically around an axis' with respect to being able to use the SDE profession.
Flash-forward to "today":
We find that the "Siege of Neverwinter" event has returned - and my SDE profession is still stuck at level zero. According to the log, it was approx 600-days since my initial bug report. So, I sent in a follow up bug report, stressing that it's been over 600-days, and I'm still in the same, stuck position I was in back with the original bug report. I also stated that I find this unacceptable ('cuz it is, and I do). Of course, the standard, not totally unexpected but still annoying (to say the least) response of "Sorry, we still can't help you." makes it just that much more frustrating.
Now, you would think that it should be relatively easy for "someone" to manually advance the condition. As an industrial programmer, I know full-well that sometimes states get stuck. But when my states get stuck, I can go into the code, find the switch/flag/bit that's "stuck" and manually advance things to the next step. And while I acknowledge that industrial programming is not the same as game programming, one would think the same should be possible in the game. And quite frankly, it is this sort of thing (manually advancing a profession/quest) that should be possible by a GM.
Of course, maybe if it weren't so nearly impossible to contact a GM while in game... I tried. I went through the "help", "request GM help", "stuck", "unable to progress through a mission", "I'm still stuck" reporting, and then proceeded to wait for 2 hours, finally giving-up and logging off, without hearing anything from anyone.
So - my SDE profession is still stuck at level zero after approx. 1.5 years, and (apparently) the GMs and tech support can't do anything about it.
Suggestions? Anything? Anyone? Anyone? Bueller? Bueller?

On a separate, but related, note - why does it seem to be nigh impossible to actually get any in-game GM support/response? Seems like every choice given in the "request GM help" dialog box dumps you somewhere else and never actually alerts a GM that assistance is needed.
It is extremely frustrating, to say the least.
(Maybe if I bribed someone with waffles? Or better yet - pancakes? I make great pancakes...)

My understanding that use arc ticket system in arc portal is mandatory to reach any possible gm help.
