PvP doesn't require a lot of money, just a different build than you are used to in PvE. Things like ArP, LS, and Deflection aren't worth stacking in PvE but are the backbone of any good PvP build. Getting your RI% over 120% is easy and makes way more difference in PvP than stacking crit or power. If you are going in their with the mind set that your 3k iLevel PvE beast is going to perform well in PvP but instead you get smoked, it's not the other guys fault. I thought like you did that my opponents were just better geared or spent more money, then I moved some stats around without spending any cash, just a respec and a stat re-roll and I'm crushing fools. Everyone has a rough time with premades but your average PvP player isn't as OP as you might think, just look over his stats and realize what's actually going on.

Yeah switching to a pvp build, or a hybrid build can help, it won't help when a group with an average item level around 2k gets put against a team with an average item level around 3k. It also won't help when teams are mostly even but one team has a BiS player at 4k item level on it who can decimate the whole enemy team by themselves, because 2k players can't even hurt him. It is unbalanced as all hell, brackets would fix the majority of that problem outside certain classes having some powers or feats that need a good ole nerf. Of course with brackets needs a proper way of scoring a characters actual power. With brackets character level can just be removed, that'll stop people from gearing low level alts with insane gear to "own noobs" in low level pvp, giving new players a very bad first (and probably last for many) experience. In fact I'd argue anybody against brackets just doesn't want fair matches because they enjoy their artificial wins against lower geared players. Many players like myself enjoy a fair challenging match that can go either way.
