Wondrous Bazaar 15% Discount Stackable With VIP?

Does anyone know if the Wondrous Bazaar 15% discount stacks with the VIP bonus? i.e. is it a 40% (i.e. 15%+25% off the original price), 36.25% (15% off the 25% discounted price) or capped at 25%?

    Rule of thumb, discounts never stack. Since I don't think this bazaar sale has ever occured before we won't know till its live.

    It says in game "This discount works with any VIP benefits you are currently benefiting from."
