Limited/low FPS throughout the entire game

Ok, I'll have to admit I'm a little frustrate at this point. I can't seem to figure out why my system is bottlenecked by what seems to be my CPU in this game. I just went through a complete wipe and reinstall of Windows 10 and installed all the latest drivers/updated Windows. Here are my system specs:

Windows 10 (with latest patches)
AMD Piledriver FX-8320
32GB RAM
AMD R9 380 (Crimson ver 15.12)
ASUS Motherboard with latest BIOS
dxdiag reports version 12
Installed NWO through Steam (which installed another unknown directx version?)

It's the worst in Stronghold where I'm getting no more than 7-8 FPS. If I turn my CPU slider bar down to the minimum, I can eek out about 10-12 FPS. In PE I get about 15 FPS. Everywhere else basically maxes around 30. I've google just about everything I can think of to find a fix but nothing came up. Does anyone have any idea what in the world could be wrong?

    This AMD Piledriver FX-8320. MMO's are cpu intensive. This game is very reliant on the CPU. AMD processors have poor IPC performance. I speak from experience, i had a A10 7870k, and it didnt matter what gpu i ran with it, I always had 12-24 fps in PE, and 12-50 fps everywhere else, on low setings. I upgraded to an i7 4790, now i get 40-60 fps in PE, 50-60 fps everywhere else. Everything else in my system remained the same. It is what it is man. Right now AMD sucks for mmo's.

    My current system is as follows to give you a baseline.

    I7 4790s
    16gb crucial ddr3 1600mhz memory
    500gb samsung evo SSD
    Asus H81-PLUS motherboard
    EVGA GTX980 Superclocked( gtx 950 i had previously gave about the same performance in neverwinter, pointing to the CPU being the bottleneck)
