Crashes on loading screen/changing map/force verify

first to start. i have this specs

msi b150 gaming m3
i5 6400
corsair vengeance 8gb 2400
gtx 960
cougar 700watt psu
120gb ssd
1tb hd

here are my problems:

i get this problems since i upgrade my specs and reformatted my pc.

always crashes just before going on to the character selection screen, safe mode and -d3d9Enable 0 are useless.

my drivers are updated, i tried also changing compatibility and run as admin. still no luck.

well i got a weird solution here.

first step: open up Neverwinter launcher > options > uncheck force verify and make the game proxy to "EU"

for me this one fix me and i can log in to the game now.
but.. when you change map/instance. game will crash again.

i got a bit fix for it again. by doing this WEIRD step..

once you do the first step, dont change map/instance.
go log out but dont exit the gameclient.

open another neverwinter client. change the game proxy back to "none"
and you all are done. you can change map/instance!

my problem at the moment that when you exit the other client. and you change map. your client will crash again.
so this is like a temporary fix but stable.

    Me too, 15 hours downloading the game and now i have to re-install. if this doens't work. I will give up for this game !!!!

    I was playing before the upgrade, then I downloaded the update, my game is not out of character select screen. Anyone know how to solve?My cpu not so old, but it is not new. I have friends of the guild have computers and they are playing worse. I'm downloading the game again. I tried forced verification and safely and not forward.
    I installed the game again. Excludes all pc and installed again worked well so was taking disconect the new dgs, forced verification and downloaded over 3 gb, and problem returned
