Please explain "lasts for 20 seconds, may only happen once every 20 seconds"

Feytouched Enchantment seems to be the new trend in PvP. Not sure if it's the best option for increasing survivability for CW, but I would like to know more about it.

The transcendent version says: "...... lasts for 20 seconds, may only happen once every 20 seconds." Since the duration and cooldown is exactly the same, if I understand it correctly, that means the effect last forever and the foes I'm fighting with are always attacking me with 18% reduced damage. Am I correct?

Note: I'm currently an Oppressor.

    I'm sure it has 100% uptime unless they nerfes it to 50%. But yes feytouched drains the targets damage and gives it to you.

    I'd say once it is applied to one ennemy, it can't be reapplied to another one for 20s, so it has 100% uptime only if you're fighting a single ennemy.

    But it also says: "This effect is a 3 target AoE".

    Then, on your first hit it debuffs 3 ennemies for 20s, and then you have to wait 20s for the next ennemies. I never tried it though.

    Yes, the effect lasts until the mob is dead. If the mob dies in less than 20 seconds, you have to wait for the cooldown to end. But, it effectively has no cooldown (only at rank 12), which is why it is BIS in PVP.

    The Feytouched is worded in a weird way. It states that it "steals" your target's damage and increases your damage by that amount, but in reality, it only reduces your target's damage by 18% and increases your damage by 18%. (Transcendent Feytouched has these numbers). So it's not stealing, it's basicly a double effect, you debuff your target's damage by 18% and increase your own by 18%. Your target's damage is in no relation to the damage increase you receive.

    NVM, i asked ingame, pve and pvp have same effect.

    If both use the same enchant, possibly 0. On paper.

    I came across a question: If two players who use feytouched fight each other, what would the result become?

    Both Player's damage gets decreased to 0.9676*their original damage.
    1.18*0.82 = 0.9676.

    I was thinking that the result is no one loses or gains damage because each player, although loses 18% damage, gains 18% damage. Therefore their damages end up are probably the same. That being said, I'm not sure about that.

    I was thinking that the result is no one loses or gains damage because each player, although loses 18% damage, gains 18% damage. Therefore their damages end up are probably the same. That being said, I'm not sure about that.
    The 2 bonuses are multiplicative, not additive. they are of the form Base_damage*feytouched_Buff*feytouched_debuff not Base_damage*(feytouched_Buff+feytouched_debuff)

    That isn't 100% accurate, as to be 100% accurate you need to take into account the fey's downtime, but it mimics the behaviour of fey closely.

    Using it is not the point, the point is not being the guy who is NOT using it.lol
