I Have an Fx 8320 @4.0Ghz , R9 270x , SSD(140+Free Space) and 4GB Ram. I get max 30 fps during non combat situations , usually between 10-20 fps at combat , even on lowest settings.Am i have to do something or it's the same fps for everyone who has Amd cpu.

btw i cannot launch preview it gives me an error about the path for the gameclient.exe and when i click ok , game starts and crashes after the loading screen ... When loading screen pass ,i see some info about some sort of latency -red colour- (i guess ) they pop up at the top right corner.A few secs later game crashes.

Until recently I was running the game on an amd A10-7870k cpu, 16b ddr3 1600 memory and a gtx 950. I fps in PE was never higher than 26 fps and minimums of 12 fps. I upgraded to an intel i7 4790, everything else remaining the same, and fps in PE went to minimum of 42 fps and highs of 60 fps. This game is highly CPU dependant, and AMD cpu's don't cut the mustard here.

Also I am running the game maxed out currently. Before with the AMD cpu, i was running it with many settings on low and the fps still sucked. And the only thing I changed was CPU and motherboard lol.

It seems like there is no support for amd cpu.Guess its like a pentium 4 in this game.

It really isn't lack of support. Games where the bottleneck is CPU, you will see AMD lags behind by a significant margin. Games where the GPU is the limiting factor, it doesn't usually matter very much. Basically online games like MMOs NEED a very strong CPU. And in these types of games you will find AMD cpu's lacking. If you simply must stick with AMD, buy a new ZEN AMD cpu later this year, +40% increase in IPC, that should put it on par with Haswell Intel i7 processors. For now, your only real choices are intel i5 or i7 for online gaming.
