I don't see where Cold Steel would be preferable. Am I missing something?

    Neither

I run Forest Ghost and Disruptive for dailies. Always. Just my thing.

While I can perhaps see uses for both Cold Steel and Seismic in PvE, I find both to be totally non-viable in PvP. I'm sure others will disagree. It's enough of a pain swapping out armor, etc to go from one to the other...I refuse to swap dailies along with gear when I move from PvE to PvP and back again. Ghost and Disruptive serve me fine in both.

Seismic is the only one of the two I'd ever consider for either PvP or PvE, and in PvP one use would cost me 2 Forest Ghost or 4 Disruptive Shot in terms of AP. Yes...it fills back up quickly...but still. In PvE, I'd still rather have the 4 Disruptives if in a dungeon or be sure i can Ghost into the middle of a mob to initiate combat...though again, I can see the value of the damage and knock-down inherent in Seismic for some. Just not worth it to me AP-wise.

I have heard some say Cold Steel can be hell on a Dragon or in a tough boss fight. I've yet to see it, and won't believe it until I do.

I've honestly not played around with either since I was a fresh lvl 70 still running Archer spec.

CSH does way more damage than Seismic Shot, however it can be difficult to operate with sometimes, plus it bugs out 20-30% of the time.

Well, after you shoot it, it stops after it crosses certain distance (~30'), and you want it to stop right where your enemies are (preferably rooted, stunned, frozen or held by a tank).
This can sometimes be difficult to achieve, especially when soloing. Also, as I already mentioned, it bugs out quite often - it disappears after a second or two, fails to activate while still consuming your AP, drifts somewhere else, fails to climb the stairs, etc.

As I understand, you're specced as combat, so I can understand if it's not really optimal for your playstyle.

CHS is better in certain situations. It eats dragons very well, if you stand to its mouth or tail, because it's a damaging thingy, that slowly moves away from you. Because Dragons are big, and occupies a big space, it hits them more than once. Same, if you have a mob group, that stands together (after Cordon for ex.) CSH can damage them very well. Bigger enemies, bosses too. It can be used ideally after ranged rotation if you are a trapper.
But most of the time, Seismic is better, and easier to shot, and much faster.
My story is truly a grand tale! Of course, any story about me is going to be grand simply by virtue of the main character.

Indeed. It can paint your screen orange in those situations.

I recently tested CSH and I'm not fond of its animation. It's difficult to use as Combat as you move forward a couple of steps when you use the daily. I find it slightly easier as Archer but then I prefer SS, which is simpler to control.

I retested but no change, it simply don't last long enough. Damage is always the same, how do you feel effective the Snare effect? As a Combat I will ditch it anyway but culture is always welcome. :p

It takes practice. I thought it was rubbish daily for a very long time myself, until I decided to test it out thoroughly.
Snare is okay. It helps in dealing damage, since it enables CSH to proc multiple times.

Seismic + Disruptive for most PvE encounters for me.
On boss fights, I often swap out Disruptive for Slasher's Mark.

    CSH has no target cap.

Behavior of CSH ball is so random. Sometimes CSH is waste, going through targets with little or no damage.
