BUG: Hastening Light power from Devoted Cleric doesn't work at all

Hi, a few weeks ago I noticed Hastening Light power does not work at all

1) Log in to a level 70+ Devoted Cleric
2) Slot Hastening Light as one of your Active Powers
3) Head to any zone with players
4) After using my daily power, players do not get cooldown time reductions on encounter powers


Observed Result:
Hastening Light does nothing, after using my daily power, players do not gain encounter cooldown of 1-4 seconds depending on the level of Hastening Light, and they don't get artifact's offhand buff that includes extra 10% AP gain

Expected Result:
Hastening Light, when daily is used, should reduce cooldowns on players encounter powers, and they should get extra 10% AP because of additional off hand buff for Hastening light.

I have checked with many players that have Devoted Cleric character's, and their Hastening Light doesn't work either.

    I agree. I'm also DC and have same problem.

    that's too bad, I mean I have APgain at 76%, and I fire up dailies really quickly, and basically Hastening light would be my main power here - MAIN..... and I can't use it, it's a shame :(

    Yes, it's shame. This passive ability it's especially good for party members. No OP, GF, CW and others fight for our bug. Shame on them.

    This bug was discovered in May 2015: no ETA to fix it since then.

    I basically left the game... I feel like I'm using half of my powers without hastening light... a fix for it would definitely bring me back! hoping for better days Neverwinter...

    Pretty sure this bug is only true at level 4. below level 4 it works still.
