Overflow XP Rewards are awful

Why on earth are power points RNG? That makes no sense. I got a garbage RP item then 30k RAD for two overflow rewards. That just shouldn't happen. If they aren't guaranteed every level they should at least be guaranteed every other level - tying power leveling to RNG is ridiculous.

    I don't get why the extra point has to be so rare. I admit that my main is quite lucky and has got a point almost every level up but my alts are extremely unlucky, i keep getting r5 enchants or companion exp tomes.

    Weird, I used to have that problem but lately (last 5 level ups) I have received a powerpoint.

    You think 30k rad is trash? What about xp books and rank 5s.. those drive me crazy and always get them..
