Bonus healing from Power stat

How it works? because so far, im not getting +40% bonus healing, not even 10% from regen and incoming healing, maybe im misunderstanding something here, or maybe it's a "or" thing, like stamina/guardgain??

    I would really appreciate if someone could clarify me this, really don't know what this bonus healing means.

    some encounters/at wills do heal instead of dealing damage.
    healing bonus with power in this case means not only your damaging powers have damage on tooltip increasing with power but also your amount of healing on tooltip increases with it.

    in few words: more power you have more damage/healing your power have on their tooltips.
