"Refugee recruitment" Builder quest stuck at minor gems voucher?

It seems Refugee Recruitment builder quest stuck at minor gems voucher. Which is basically the least needed.

My guess is:

-It doesn't rotate daily like other Stronghold quests.

-So you can't skip one because you get that one always until you finished it.
Obviously I want to skip gems and want to do Treasures of Tyranny or surplus eq.

May it be true?

    I run Refugee Recruitment on 9 characters daily. I get a mix of Tyranny, Gems, and Surplus Equipment vouchers as rewards every day.

    So I guess you have too small of a sample size to judge. Remember, random means you can get the same thing 6 times in a row -- it doesn't just mean it rotates from Gems to Tyranny to Equipment to...

    Edit: Even if your guess was correct (which it isn't), why don't you just do the quest every day, rather than trying to skip to get your preferred voucher? It takes literally a minute to complete.

    I have 7 characters. I just wanted to skip gems with a few.
    I always do Tyrannical and surplus with all of them.
