Immposibile to finish some quests (Common Cause)

Since a pair of days i can't finish anymore some quests related to "Common Cause".
One example the quest "barrow demolition", the sign don't appear on the map and i can't enter in that zone because the door is not aviable (and i have the quest aviable and i could succesfully do "Culling the cultist" "Remnants of the past"). Same issue on a similar quest in Icespire Peak.

    Go back to PE and talk to all the guys around the Harper. You need to pick up that quest separately, it is not automatically given. The quest giver won't have a ! above their head either, so just talk to everyone in that are and someone will give it to you.

    This has always been this way - the issue is, once you outlevel the area, the !'s don't show on the quest givers anymore (probably an attempt to avoid showing you hundreds of them for outdated quests, but it actually hurts you here cause you don't see the quest giver).

    Thank you, i didn't know, but i thought myself could be something with the leveling up.
