can I buy a campaign completion for below 60 character?

I have several 60+ characters but don't really want to play them atm. I have a level 40 pally that I do enjoy playing and would like to buy a campaign completion token for him while they are on sale. I know I will not get to 60 before the sale is over so I was hoping that one of my other guys could buy it and put it in the mail/shared bank. Does anyone know if this will work?

I cannot buy it on the level 40 character. Game says "Your character cannot use this item"

Yes, everything is unlocked plus a nice sum of campaign currencies.
