Little help needed with Tyranny of Dragons questline

I have done all the quests up to turning in the report from the Emerald Enclave but Shay Cutter is not giving me the 'Unlikely Alliance' quest. I've checked my quest log with the one from the wiki and the only one I'm missing up until this point is the very first one 'Cult on the Rise' or something from Knox. As far as I can tell turning in the Emerald Enclave report ought to trigger Shay providing the quest but when I talk to her I just get a message saying all is quiet and my only chat option is goodbye. I've done the Icespire quest line too, can't remember if that came before or after the Rothe farm ones.
I'm not sure what I'm missing but it's getting annoying to have something I ought to be able to do not be available, like the skirmish I outleveled. I need something to do in between dying of boredom from the vigilance tasks. I hate infinitely repeatable quests being used as a leveling tool. Why is the experience rate not balanced like the first sixty levels were? I had quests to do from 1-60 (well, 61 or 62 actually), but then I get stuck behind a pointless grind wall? Maybe if there were dungeons to run it wouldn't be so bad but between the racing through and the enemies being 10+ levels behind me I get basically no experience from ToS.
