Oathbound Paladin - Tactical Zone of Sanctuary bug

Sometimes it doesn't activate the tactical zone of sanctuary.
In pvp when you get perma dazed/stunned and you accidentally activate the tactical zone of sanctuary while being perma dazed/stunned/etc, you can't do anything anymore not even use the cleansing touch which allows you to heal target ally and remove cc effects from them even if when you're controlled/stunned/dazed.
Also the animation should be reduced by 50%. When you trigger the tactical zone of sanctuary, it takes 1 or 2 sec to activate. Sometimes it takes too long to activate to avoid a big attack from a dragon in epic lair of lostmauth
