there is a quest that you receive very early in the game that takes you to see the sage. This explains it.

The Sage. The Sage? What is this quest to see the sage? Can I do this quest again? Where do I go to do the quest? Should I delete my character and start over to get an explanation of refinement and how to refine?

There is no need to go on a quest to understand Refinement. I can explain it somewhat. Thanks.
For example right click on an artifact such as the "Illusionist's Mask" (what does this mask do? what is it for? I can't say cause I don't know.). After right clicking on an artifact: Select Refine in the popup window. Then the "Item Refinement" window should come up. Clicking on faded pictures in this window will give you more information on what to do next. -- Oh wow. That's so simple. Thanks for your help. It's my pleasure to help. You may still have questions but at least that will get you started.

ctrl+j click artifact tab to see all artifacts available in the game. You need refining items to to get enough RP to upgrade our enchantment/artifact. Yes you can just hover over the buttons to see what items are needed, remember to read all the refining stone description as specific stones give out max RP to specific types of artifacts or enchantment. All basic items in game have specific quests to help you along the way, but you may also hover over item descriptions to learn. if chance of success is less than 100% use preservation ward so you don't lose your refining agents which might be very expensive. If it chance of success is extremely low, you might want to consider using a coalescent ward to improve chance of success to 100%.

Go to Sgt. Knox, he's got a wee tutorial quest for each char, at level 10 IIRC.

    Else look you wiki...

...warning, high information content. The quest is a newcomer-friendlier way to get the basics.

    Thanks. All assistance is appreciated.
Here are two links I also found helpful:

...as you're quite obviously rather new to this game, you'll probably find this sticky thread helpful (some information is outdated), as well as this one which is more recent, and hence more up-to-date, and which I just bumped up...
