You should try grinding for an augment, use azures in offense slots, and get crit on all your armor plus either power or armor pen if you're still behind 50-60%.
Crit matters just as much to a trapper as it does for CWs and GWFs. Because thorned roots can crit, you lose nothing in return. A crit aspect of serpent plant growth will deal a HAMSTER ton of damage as well. My HR only has 10500 power for lulz, but my 50% crit chance from ranged makes up for it.
You said you tried stacking power, how much power are we talking about here?
how do you know it doesn't work? Because it does work, but you need to stack a lot to notice the difference. If you press x at the end of a dungeon to see how much damage you've dealt, that is not going to tell you much. If you hover your mouse over your skills to see the damage increase, that won't tell you much either. The only way to know if it's working or not is to analysis your combat log.
Get a perfect vorpal and replace the plaguefire, that will be a big increase.
Lostmauth set if you are not using that already. Refine your main hand to legendary for higher weapon damage. Not sure what artifacts you have, but aim for something that has power, crit, combat advantage.
What companions are you using?
What encounters, dailies, at-wills are you using, and what's your rotation?
Optimising all of the above will contribute to increasing your dps.
Have the gear and skills, but lack the friends to play with? Come and apply for Essence of Aggression. We have been here and strong since beta. (Immature, rude, and arrogant people will not be accepted)

I am sadly still using my Ensorcelled MH and OH because the stats are BETTER than the Artifact MH and OH at Epic even with the set bonus. Very disappointing as I was excited to use my artifacts one I got them.
I Been playing Hr for about year now . have respec about 8 times and still cant do as much damage a a paladin or wiz thats 2 .0 IL and im 3k+ IL so if u want to do more dps then i suggest spend alot money or play another class

Stack crit, not power. It's been mathematically proven that you do the most dps when your crit and power are equal, or as close as they can get. Draconic enchants suck. Azures on offense, dark on defense. No exceptions. Also using a full armor set is not helpful. You want dragonflight raid hood & boots, elven assault armor, elemental alliance raid bracers. Take longshot from the archery tree and otherwise go trapper (it's the only way to live). There's a searchable build in this forum but I use a trans feytouched rather than holy avenger as that poster did. Lantern, wizard sigil, lostmauth set, shard of val's crown for artifacts. Hinder/longstrider's/constrict for encounters, rapid shot/hunter's teamwork for at wills. Aspect of the serpent/crushing roots(duh) for class aspects. Slasher's Mark and Seismic Shot for dailies. Target elites & bosses with carefull attack, follow with lantern + gushing wound when AoS is at 2 stacks for melee powers....you'll do damage. The devs are completely ignoring our class after nerfing it half to death so you won't do DPS like a GWF or CW or TR or SW of the same item level, but you'll do ok.

I've heard Feytouched is a little to buggy to be useful for an HR. I've stuck with Vorpal, which seems to make sense when you get into the 60-70% crit range.
I've thought about making a feytouched each time a 2xRp comes around, but I just can't see how it would be better than Vorpal if you stack crit.
I'm at 3500 IL, I top damage charts more often than I thought I would, but a well geared GWF can smoke me. I focus on completing the goal instead usually though. I have the above quoted gear, but with silvers instead of darks for deflect and I am SW, not PF. I also have slightly different artifacts...primarily cause Im to lazy to refine much more (same reason I have rank 11-12 azures, but the defense slots are at like 7-8).
I need to look at Longshot and my capstone boons again...
