How come I can't queue the Tymora event?

Level 39. I see it is running but it doesn't show up in the queue. Also when I click on the event the A is grayed out so no direct joining there either.

The event rewards you through normal gameplay. So its a random drop just like lock boxes. Or you can purchase items in the Zen market for event rewards.

Defeat enemies within 7 levels of you, and they will occasionally drop little gift boxes.
