I have a level 10 version of this Boon on the Preview and did test it with one other. We only had the 2 stat boost but it does work as long as all party members have it active.
This is a good alternative for those Non-PvP Guilds. The 2400 Deflection alone makes my OP not register any damage taken from normal mobs (WoD & IWD) even if I just stand still. Just think what those pesky Rogues and Rangers will do with this.
